Cities and rural areas are no longer two different futures: the next round of sustainable competition is unfolding on the basis of “regions” rather than “cities”
An international commentary on the restructuring of urban-rural relations: when climate, ecology, population mobility, and infrastructure competition simultaneously rewrite spatial order, the unit of true strategic significance is no longer a single city, but the regional system formed by a city and the surrounding countryside.

The more important change lies not in “urban expansion” itself, but in the fact that cities, towns, agricultural landscapes, ecological networks, and infrastructure are being recoupled. For the global urban system, this means that the unit of competition is shifting from individual cities to regions, governance logic is moving from boundary management to cross-regional coordination, and sustainability strategies are also shifting from “internal urban optimization” to the co-evolution of “city and countryside.”

For a long time, modern planning has tended to treat cities and rural areas as two relatively independent spatial types: the former carries capital, population, and innovation, while the latter provides land, food, and an ecological buffer. This division may seem clear, but in fact it is increasingly inadequate. A recent commentary in Nature Cities, “Bridging urban and rural futures,” argues that an important shift in understanding is under way: cities and the villages around them are not separate objects, but together form a regional system that requires coordinated governance.
On the surface, this may look like a professional judgment in ecology and planning. Behind it, however, lies a larger structural change: global urban competition is shifting from a “size race among individual cities” to a “comprehensive competition among regional networks.” What will determine whether a city can continue to prosper in the future is not only its own skyline, CBD, and innovation districts, but also how it forms a sustainable spatial division of labor with surrounding rural areas, agricultural belts, ecological corridors, and small towns.
Urban problems are spilling over, and rural problems are no longer peripheral
Over the past few decades, urbanization has often been understood as a linear process: people move from rural areas to cities, resources flow from the periphery to the center, and opportunities cluster in metropolitan areas. This narrative had explanatory power at the height of industrialization and globalization, but it is now clearly insufficient.
In many countries, the core problem facing cities is no longer just “how to accommodate more people,” but how to deal with the regional dependencies created by the ongoing outward spillover of urban functions:
- As housing costs rise, low- and middle-income groups are forced to move to the edges of metropolitan areas;
- Food, water, energy, and building materials are increasingly dependent on broader land systems;
- The urban heat island effect, flood risks, and biodiversity loss require cities to incorporate surrounding ecology into their governance boundaries;
- Infrastructure no longer serves only the urban core, but must cover commuter belts, logistics belts, and supply belts.
In other words, urban prosperity has never been generated solely from “within the city” itself; it is built on the ability to organize resources across a larger spatial range. Rural areas are no longer merely “backward regions” or “hinterlands awaiting development,” but the productive back end, ecological front line, and risk buffer zone of the urban system.
This is precisely the practical significance of such research: it brings cities and rural areas back from binary opposition into the same governance framework.
Modern urban competition is increasingly a competition in regional governance capacity
If city competition in the 20th century was mainly centered on ports, factories, financial hubs, and population agglomeration, then competition in the 21st century is more about regional coordination capacity. The real leaders are not necessarily the largest cities, nor even the most populous metropolises, but regional systems that can connect different spatial units and enable each to play to its strengths.
This is also why many countries are reexamining city boundaries and development logic.In Europe, urban agglomerations and inter-city collaboration have long been the norm. The Randstad in the Netherlands, the Rhine-Ruhr region in Germany, and the Øresund region shared by Denmark and Sweden all show that modern competition is no longer borne by a single city alone, but achieved collectively by a multi-centered network. In East Asia, Japan’s Tokyo metropolitan area, South Korea’s Seoul Capital Area, and China’s Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area likewise reflect a similar trend: competitiveness increasingly depends on transport accessibility, spatial coordination, and functional division of labor, rather than the traditional notion of “the rise of a single city.”
In the Global South, this shift is even more urgent. Around many rapidly growing large cities, agricultural land, informal settlements, industrial parks, and ecologically fragile zones are intertwined. If governance remains focused only on the core urban area, it will keep shifting pressure onto peripheral المناطق, ultimately throwing land, transport, water resources, and housing systems out of balance at the same time. So-called “urban ills” are often not ailments within the urban core itself, but ailments of mismatched regional structure.
Why “bridging” cities and rural areas is a key governance capability for the future
What is truly important about this commentary is not that it advocates a gentle discourse of urban-rural coordination, but that it reminds policymakers: future sustainability is not simply about making cities more “green”; rather, cities must be placed back within a complete spatial metabolism system to be understood.
This understanding includes at least four dimensions.
First, ecological governance must transcend administrative boundaries
A city’s air, water, thermal environment, species migration, and carbon emissions can almost never be addressed solely within municipal boundaries. Protecting wetlands, restoring rivers, building green infrastructure, and maintaining the diversity of agricultural landscapes all require joint participation by cities and surrounding rural areas.
Second, food and energy security are becoming urban strategic issues again
Shocks to global supply chains, climate extremes, and geopolitical uncertainty are making many cities realize that dependence on long-distance, single supply chains is vulnerable. More resilient cities are often those that can establish more stable supply relationships with surrounding regions. The key here is not “localization” itself, but a moderate spatial reorganization.
Third, demographic change is reshaping regional relationships
In some countries, rural population decline coexists with high urban costs; in others, retirees, remote workers, and new lifestyle choices are dispersing part of the population back to small and medium-sized towns and the outskirts of metropolitan areas. This does not mean a simple return to de-urbanization, but rather shows that the spatial organization of residence, employment, and everyday life is becoming more flexible and more networked.
Fourth, infrastructure is no longer about isolated construction, but about regional organization
Roads, railways, energy pipelines, digital connections, and logistics nodes determine whether cities and rural areas are fragmented, exploited, or coordinated. If infrastructure serves only the core urban area, it will intensify marginalization; if it can reduce internal regional time costs and exchange costs, it will reshape the efficiency of the entire spatial economy.## From “Urban First” to “Regional First” Is a Quiet Shift in Global Governance
In many policy systems, cities have long been regarded as engines of growth, while rural areas have been seen as objects to be modernized. This framework has its historical context, but the problem today is that it overemphasizes one-way flows and ignores interdependence.
Especially in the age of climate change, the larger a city is, the less it can pretend to be a self-sufficient system. It must rely on land, water, and ecological services across a broader area to keep operating. At the same time, rural areas cannot simply bear the external costs of urban expansion passively. They need to be truly embedded in the process of regional value creation through transport, digital connectivity, public services, and industrial chains.
That is also why some international organizations and policy research institutions are paying increasing attention to concepts such as “functional urban areas,” “urban-rural continuums,” and “regional resilience.” These concepts try to break the inertia of administrative boundaries and bring planning back to the real relationships of production, commuting, logistics, and ecology.
For China, Europe, and the Global South, this proposition has different implications
China’s urbanization has entered a new stage. Mega-cities continue to play a role in innovation and resource allocation, but the model of relying solely on the expansion of central urban districts is approaching its limits. Metropolitan areas, city clusters, and the capacity of counties to absorb and support development will determine whether future population, industry, and public services can be distributed more evenly. For China, urban-rural integration is not about “taking care of” the countryside; it is a redesign of long-term urban competitiveness.
Europe’s situation places more emphasis on optimizing existing stock. Faced with aging populations, fiscal constraints, and climate transition, many European countries need to maintain a low-carbon balance between city and countryside through compact cities, regional rail, green corridors, and the protection of agricultural landscapes. The key here is not to keep creating new spatial sprawl, but to improve the coordination of existing spatial systems.
In the Global South, the challenge is often more direct: urban growth is rapid, but institutions and infrastructure cannot keep up. If urban-rural relations are not brought into the same development framework, the result is often informal expansion, land conflicts, transport breakdowns, and compounded environmental risks. For these countries, bridging city and countryside is not a “higher-order issue,” but a basic condition for avoiding future spatial fragmentation.
The real long-term issue is not whether cities will keep growing, but how they will grow
The cities of the future will not compete only on skyscrapers, investment attraction speed, or population rankings. More importantly, they will be judged by whether they can, through coordination with surrounding rural areas, form a more resilient, lower-carbon, and more stable regional civilization.
This is a more mature view of the city.
It acknowledges that cities are not islands, and that rural areas are not appendages; it acknowledges that modern prosperity depends on open networks, and that open networks must have spatial boundaries and an ecological base; it acknowledges that growth still matters, but the way growth happens matters more than growth itself.In this sense, the relationship between urban and rural areas is not a “supplementary” topic, but the main axis of future governance. Whoever can take the lead in reconnecting the two is more likely to remain resilient amid climate pressure, demographic transition, and the restructuring of globalization.
The future of the city has never happened only within the city.
It happens between the city and the surrounding land, between commuter rail lines and rivers, between centers of consumption and sources of food, and also between administrative boundaries and physical geography.
And this may be exactly the reality that the next round of urban strategy most needs to understand.
