Seattle also exposes a broader trend: the narrative of urban growth is being revalued. Twenty years ago, many North American cities still took “comprehensive expansion” as an unquestioned goal; today, population, housing, public transit, and fiscal constraints together make up the new normal. Cities are no longer simply spreading outward; they must reorganize density, accessibility, and carrying capacity within existing areas. The reason underground lines matter is precisely that they do not merely add another corridor, but release a new capacity for spatial production in congested core areas.
From this perspective, the discussion of the Ballard-downtown-Westlake corridor is actually about how Seattle defines its future: does it want to remain a high-growth city driven by the tech economy but repeatedly held back by housing and transportation bottlenecks, or should it use a reprioritization of infrastructure to build a city structure that can better absorb fluctuations in population and employment?
